This course has been written to fill the void between the current legislation relating to Adult Social Care and that anticipated to come into effect in 2012-3.  All primary legislation remains in place but the Transformation process continues to require changes be made but often without due consideration as to the legal contradiction this presents.
 
The situation is compounded by the fact that the underlying aim of scrapping the benefit system and transferring funding to Social Care is at best muted, and at worst denied.  A Transformation model that recognises the intended end point of the journey will always be more effective than one which sets us all off on a mystery tour with some fairly dangerous challenges to meet on the way.
